In April 2000, Canada Customs and Revenue Agency launched an Action Plan to improve the efficiency of the trading environment and bring it up to a level capable of handling current and future volumes of goods and information in a controlled manner. Under AMPS importers are being held accountable for ensuring Customs' rules and regulations are adhered to. As well as using participation in compliance programs created by CCRA to keep importers honest, random audits are also being conducted which could lead to hefty fines levied for non-compliance.

The Administrative Monetary Penalty System is a tool used by the CCRA to encourage voluntary corrective action. It authorizes Canada Customs to assess a range of monetary penalties for violations of laws & policies governing trade. Fines levied, based on infractions of over 250 identified possible contraventions, will be in the form of a flat fee or a percentage of the value of goods in question. As we speak, your compliance profile is being created and may adversely affect your involvement in CCRA programs.
